Rates, Fees, and Charges Bylaw No. 1916, 2023 Adopted
The new Rates, Fees, and Charges Bylaw No. 1916, 2023 has been adopted and is scheduled to take effect January 1, 2024.
The previous Rate, Fees, and Charges Bylaw No. 1848, 2019 had not undergone a comprehensive review since its establishment in 2019 and with utility rates expiring at the end of 2023 it was time for a full bylaw review. The City will not make a profit from fees levied in the bylaw but is required to ensure that the fees are covering costs as much as tolerable.
From January 2020 to August 2023 inflation was over 14%, the inflationary increase in the bylaw is lower at 10%. This update aims to ensure that the City’s services remain sustainable while aligning with the changing economic landscape.
Some updates to expect:
Waste Collection:
The rate changes are in alignment with the SCV Waste Solutions contract. An average residential waste service will increase $9.00 per year.
Water Utility:
The water consumption tiers for residential customers will no longer fluctuate depending on the time of year. This initiative supports Council’s strategic goal of promoting water conservation to help mitigate the impacts of climate change.
Water and Sewer Fixed Fees:
The water and sewer fixed fees are not being increased for 2024 and 2025. These fees continue to help grow the City’s reserves to help pay for infrastructure projects.
The Rates, Fees and Charges Bylaw is meant to control revenues and offset expenses that are incurred by the City. The 2024 budget will be updated to reflect the increased revenues.
