Traffic Safety
In 2023, the City of Armstrong Council adopted traffic calming measures recommended in the Traffic Safety Analysis by Watt Consulting Group, dated June 13, 2023. These recommendations will be integrated into future planning and infrastructure projects to enhance road safety.
Road Safety study
Data for this study was gathered from several sources, including the City of Armstrong’s Black Cat Radar System, the Insurance Corporation of British Columbia (ICBC)’s Road Safety Data, and Watt Consulting’s field studies, and public complaints. The analysis covered various factors such as speed, collision trends, and roadway incidents at key intersections, with a focus on vulnerable road users like pedestrians.
From 2016 to 2021, ICBC data reported 219 collisions in Armstrong. Of these, 59 were injury-related, and 160 resulted in property damage. Injury-related collisions accounted for 27% of all incidents, while property damage made up 73%.
The corridors with the highest frequency of collisions were:
- Smith Drive (11 collisions)
- Rosedale Avenue (10 collisions)
- Wood Avenue (9 collisions)
- Pleasant Valley Road (8 collisions)
- Okanagan Street (4 collisions)
The intersections with the most frequent collisions were:
- Okanagan Street/Wood Avenue (5 collisions)
- Okanagan Street/Rosedale Avenue (4 collisions)
- Mill Street/Pleasant Valley Road/Pleasant Valley Boulevard (3 collisions)
- Fraser Road/Wood Avenue (3 collisions)
Pedestrians were involved in 12% of all collisions (an average of 6.24 per 5-year period). Notably, 67% of pedestrian collisions occurred at marked crosswalks, highlighting the need for improved pedestrian safety measures.
Planned Road Safety Improvements
Improvements to enhance road safety include:
- Rosedale Avenue / Okanagan Street: Road design improvements to address rear-end and side-swipe collisions.
- Wood Avenue / Okanagan Street: Enhanced access management and enforcement campaigns to improve pedestrian safety at crosswalks.
- Wood Avenue / Fraser Road: A mini-roundabout or intersection realignment. Further studies will determine the best treatment option.
- Pleasant Valley Road / Pleasant Valley Boulevard / Mill Street: Updated signage, road markings, and design changes to optimize the 4-way stop. Intersection improvements are planned in preparation for the future east-west bidirectional multi-use pathway.
- Pleasant Valley Road / Rosedale Avenue: Speed management, improved sightlines, and pedestrian crossing protection are key elements of the proposed design enhancements.
