Official Community Plan
The City of Armstrong Official Community Plan (OCP) sets out the long-term vision for how the community will grow and develop. It provides a policy framework to guide land use planning and decision-making over time, helping ensure that growth occurs in a coordinated and sustainable way.
The plan addresses a range of community priorities, including land use, housing, transportation, environmental stewardship, economic development, parks and open spaces, and community amenities. It also helps guide infrastructure planning and supports Council when considering development proposals and rezoning applications.
By establishing clear goals and policies, the OCP helps ensure that Armstrong grows in a way that reflects community values while supporting a vibrant, sustainable, and resilient future.
Council adopted the current Official Community Plan Bylaw No. 1932, 2024 on August 11, 2025.
What the Official Community Plan Does
The OCP provides policy direction to guide how Armstrong develops over the coming years. It addresses topics such as:
- Land use and growth management
- Housing and residential development
- Transportation and mobility
- Parks, recreation, and community amenities
- Environmental protection and climate resilience
- Economic development
City Council uses the OCP when considering rezoning applications, development proposals, and long-term planning initiatives.
Future Updates
Official Community Plans are typically reviewed periodically to ensure they remain aligned with community needs, provincial legislation, and regional growth trends.
Adoption of the Official Community Plan Bylaw 1932, 2024
At the Regular Meeting of Council on August 11, 2025, Council formally adopted the updated Official Community Plan (OCP) Bylaw 1924, 2024, marking the conclusion of a significant update to this critical document first developed in 2014. This milestone reflects a thoughtful, community-driven process to ensure Armstrong’s growth is sustainable, resilient, and responsive to the challenges and opportunities of the coming decades.
Second Reading & Public Hearing
Council gave second reading to the amended Official Community Plan (OCP) Bylaw No. 1932 at the July 21, 2025, Public Hearing. The updated OCP reflects extensive community and agency input, integrates environmental mapping for wildlife corridors, and strengthens clarity and alignment with legislation.
First Reading & Next Steps

Should the plan require amendments, staff will bring an amended bylaw for Council consideration of second reading and setting the date for a public hearing. After the public hearing Council will consider third reading and adoption.

There are substantial opportunities for the community to address broader community-level and regional issues through the update of the Official Community Plan. These include community sustainability in relation to both growth management and densification, as well as community resiliency and economic prosperity in light of climate change.
This proposed project aims to modernize the existing OCP, but not entirely re-write and produce a new OCP (this work may follow an update, once more pressing matters are addressed).
The priorities identified for a review and update include, but are not limited to:
- Population Numbers and Growth Projections
- Growth Management and Areas of Densification (integrating land use and sustainability)
- Housing Goals and Objectives
- Natural Environment DP Area (technical) and Stability and Erosion DP Area (technical)
- City Centre DP Area (form and character)
